Founder: Graham "Dusty" Kent Hinnant (1910-1992)
Virginia Beach Lifesaving Service traces its history back to 1929 when Graham K. "Dusty" Hinnant came to Virginia Beach at the request of his college roommate, John Smith, whose family owned the Albermarle Hall Hotel at 24th and Oceanfront. Prior to this, Dusty had guarded by a lake at an all girls camp during the summers. He and John founded the Virginia Beach Lifeguard Association in 1932 and were the original two appointed by the Town Council as Captains of the new association.
Dusty Hinnant remained in that position for over fifty years, sharing the reins with his son, Kent Hinnant, who continues as chief of the service.
